Cynthia A. Parker
President & CEO

Cynthia A. Parker is responsible for the overall direction of BRIDGE, as well as its major affiliates such as BUILD, an investment advisor to CalPERS under the California Urban Real Estate Program, and BASS, a licensed life care provider. She joined BRIDGE Housing as President and CEO in February 2010. Ms. Parker brings over 30 years of diverse and relevant experience to BRIDGE, most recently as Regional President for Mercy Housing and President of Intercommunity Mercy Housing. Prior to her tenure at Mercy, she served as Senior Vice President for Seattle-Northwest Securities, a public finance firm, where she oversaw affordable housing, commercial and public facility real estate financing in five Northwest states. Previously, Ms. Parker worked for the City of Seattle, where she established the new Office of Housing, doubled the agency’s housing production and managed a $61 million biannual budget. Earlier, she served as the Executive Director of Anchorage Neighborhood Housing Services and General Manager of Portland Student Services. A former President of the National Neighborhood Housing Network and a former director of the Federal Reserve Bank of San Francisco, she has chaired the Sound Families Initiative for the Bill & Melinda Gates Foundation. She currently serves as a director of the National Affordable Housing Trust and the Federal Home Loan Bank of Seattle. Ms. Parker is a graduate of Portland State University.

Joseph McCarthy
Project Manager

Mr. McCarthy has over ten years of experience in design, planning and real estate development.  During that time, he has worked on urban infill and transit-oriented development projects in the Bay Area and New York City.  He joined BUILD as a project manager in November of 2001.  Mr. McCarthy has worked on many of BUILD’s major developments, including his current assignment managing the redevelopment of MacArthur Transit Village in Oakland.  Prior to joining BUILD, Mr. McCarthy was an assistant project manager with Forest City Ratner Companies, New York City’s most active developer, where he managed the design of a 500,000 SF Class A office building and was a key member of the company team awarded the development of the new New York Times building in Times Square.  He also worked for Taylor Woodrow Homes in San Rafael and The Enterprise Network in San Jose.

Dave Fiore
Project Manager

Dave joined BUILD as a Project Manager in January 2009.  He manages projects in the San Francisco Bay Area, including Oakland, San Jose and Sunnyvale.  Dave worked at Grosvenor during grad school, helping to underwrite the acquisition of a $35 million shopping center.  Prior to moving to San Francisco and joining BUILD, Dave worked in New York for the Federal Reserve Bank in a research and risk management group.  Dave is a member of the Urban Land Institute (ULI) and  the San Francisco Planning and Urban Research Association (SPUR).  Dave earned a Bachelor of Science in Economics from Villanova University and a Master in Business Administration from the Haas School of Business at the University of California Berkeley.

Iman Novin
Project Analyst

Iman joined BUILD in August 2007. As a Project Analyst, he has worked on both investment and new construction projects, helping conduct project due diligence and providing ongoing support for the redevelopment of the MacArthur Transit Village in Oakland, CA. Prior to joining BUILD, Iman assisted the Real Estate and Planning Divisions of CCDC, downtown San Diego’s redevelopment arm, with numerous redevelopment and affordable housing projects, including the management of CCDC's ArcGIS operations.  He also has previous work experience with Keyser Marston Associates’ San Diego office.  Iman holds a Bachelor of Science degree in Structural Engineering and a Bachelor of Arts degree in Urban Studies and Planning from the University of California San Diego.
